| Strategic Capacity Development Plan and HR Strategy Design

 

THRS had the pleasure of working with a Pacific Island Nation's Ministry of Education and Culture and the National University as part of an eight-year partnership between the Australian and Pacific Island Nation Governments. The initial focus of our role was to develop an Education Sector Capacity Development Plan to assist in building a resilient, adaptive, and future-fit education system through enhancing learning outcomes and the capabilities of key education sector staff.

The second component of the project was targeted to the creation of a HR Strategy for National University. The strategy was designed to ensure their workforce remains competitive, by having the right people with the right skills in the right roles to ensure the National University can effectively meet its strategic goals and respond to the evolving educational landscape.

 

Key activities

  • Drafted a Comprehensive Capacity Development Plan: Created a detailed plan for key education sector staff, which included prioritised opportunities, activities, risk assessments, mitigating measures, and a communication plan.

  • Stakeholder Consultation and Validation: Presented and discussed the draft Capacity Development Plan with key stakeholders to gather their feedback and ensure alignment with their needs and expectations.

  • Finalised and Delivered the Capacity Development Plan: Delivered the final plan for implementation from 2025 to 2030, with a focus on ensuring the effective use of their resources, achievement of their key performance indicators, and identification and fulfilment of their capacity development needs in planning, financial and risk management, governance, communication, monitoring, and reporting. 

  • HR Management System Assessment: Evaluated the alignment of the existing HR management system with the National University’s 2030 Strategic Plan and Corporate Plan.

  • HR Policies and Practices Review: Reviewed existing HR policies, procedures, and practices, with particular emphasis on recruitment, conditions of service, performance and reward systems, employee engagement, and organisational culture.

  • Targeted Stakeholder Engagement: Conducted consultations and surveys with key stakeholders to identify strengths and gaps, and validate the insights gathered through the review and assessment activities, which informed the development of the HR Strategy.

  • Development and Finalisation of the HR Strategy: Designed and delivered the HR Strategy aimed at aligning the National University’s resources with its strategic goals, focusing on leadership, organisational development, recruitment, performance and reward, employee engagement, and operational excellence.

Our work will make a significant contribution to the future direction of the Pacific Island Nation's education sector and National University, providing a clear and achievable pathway forward. Underpinned by thorough research, analysis, and strategic information design principles, our efforts have ensured that the Capacity Development Plan and HR Strategy are practical, well-structured, and attainable. This clear direction will be invaluable in helping both organisations move forward with confidence, supporting long-term goals for growth and innovation, while maintaining a focus on realistic and impactful outcomes.
