| Workforce Planning Framework Design and Implementation

 

THRS had the pleasure of working with the Government Employee Super Fund on a 12-month project to help build contemporary and robust workforce planning capabilities across the organisation. Our collaboration began with a comprehensive workforce planning maturity assessment, followed by the creation of a detailed roadmap and the co-design of a customised workforce planning framework aligned to HR best practice and the organisation's needs.

The framework effectively streamlined historically complex administrative processes and governance, leading to enhanced workforce planning policies and processes that improved overall efficiency and decision-making. After successfully piloting the framework, we were re-engaged to support its further implementation and to elevate the People team's workforce planning capabilities, ensuring long-term sustainability and strategic alignment with organisational goals.

 

Key activities

  • Comprehensive Maturity Assessment: Conducted a thorough evaluation of the organisation’s workforce planning maturity using the THRS 12-factor Workforce Planning Maturity Model.

  • Roadmap Development: Collaborated closely with the organisation's People team and senior leaders to create a Workforce Planning Maturity Model Transition Plan (the roadmap), outlining key actions and timeframes necessary to strengthen their workforce planning capability and services.

  • Framework Development: Developed a customised workforce planning framework, supported by practical, evidence-based tools and templates, and aligned with the organisation's existing materials, processes, and governance for optimal integration within the organisation.

  • Framework Pilot: Supported the People team in the launch of a pilot to test the effectiveness of the framework in a single business unit prior to the full organisation-wide implementation. Iteratively co-refined the framework based on key learnings and insights to ensure it was fit-for-purpose.

  • Targeted Capability Development: Created tailored learning materials and facilitated targeted education workshops to uplift and reinforce the People team's workforce planning knowledge and skills. Supported the People team in the design and development of e-learning materials to support manager capability uplift in workforce planning aligned to the organisation’s refined framework.

 

Impact delivered

In addition to delivering on the project's intent in transforming the organisation's workforce planning capability, it also achieved wider significant and strategic impacts, including positioning the People team as a true strategic business partner to the organisation; helping to foster a culture of continuous improvement and innovation; and enhancing service delivery and outcomes through greater alignment between the workforce and customer needs and expectations. These achievements underscore the project's success in driving meaningful and lasting change within the organisation.
