THRS worked collaboratively with a large Government Department and their People Branch to develop a Workforce Plan and subsequently an Implementation Plan to enhance the department’s workforce capabilities and organisational culture. It focused on attracting, recruiting, developing, and retaining a highly capable workforce, cultivating a safe and inclusive workplace, and designing a contemporary and collaborative organisation.

The plan also emphasised enabling shared workforce capability and capacity, and establishing an employee experience-led, future-focused HR function. Key initiatives include developing recruitment and capability frameworks, implementing leadership and management training, and promoting a positive and inclusive workplace culture to ensure the team could maintain, implement and review the strategic workforce plan independently. THRS role was to provide our workforce planning expertise, support and coaching to increase the capability of the People Branch.

 

Key activities

  • Workforce planning maturity assessment: Conducted a comprehensive assessment of the workforce planning maturity and developed a future roadmap to guide the strategic workforce planning efforts.

  • Workshop design and facilitation to capture insights:  Facilitated multiple workshops to assess workforce planning maturity, conduct scenario planning, gather information about business drivers, and validate the results. These workshops also focused on identifying and prioritising critical capabilities and job roles, forecasting demand, and discussing workforce risks and challenges.

  • Environmental scanning and labour market analysis:  Completed an environmental scan of the operating environment and supported the analysis of the workforce profile dashboard to provide a comprehensive understanding of the current workforce landscape.

  • Workforce Plan-on-a-Page development:  Developed a Workforce Plan-on-a-Page that included an achievable and practical Implementation Plan. Delivered presentations to the Department Executive on the draft Strategic Workforce Plan and Implementation Plan.

  • Capability building:  Worked collaboratively with the People Branch throughout the project to ensure knowledge transfer and upskilling, enabling the team to maintain and implement the strategic workforce plan independently and increase their capability.

 

Impact delivered

The project resulted in a future-focused and fit-for-purpose strategic workforce plan, ensuring that the department was well-prepared to meet future workforce demands. Through facilitated collaboration workshops, the project increased engagement and capability among key stakeholders, including the Executive Team, Managers and People Branch. By collaboratively developing the Workforce Plan, actions included in the plan are integrated with both key people and business initiatives, supporting a business-owned and led Workforce Planning approach. This ensures that the People Branch has the competence and confidence to maintain and support the implementation of the strategic workforce plan effectively.
