| Workforce Strategy Design

 

Following a Machinery of Government (MoG) change within the Australian Public Service (APS), the Department was established. This led to the creation of a People, Culture and Capability Branch, tasked with supporting Department team members and broader APS taskforces.

To help support the mobilisation of the Branch, foster an inclusive and skilled workforce across the Department, and drive organisational excellence, THRS was engaged to co-design three critical strategies: a People Strategy, a Diversity & Inclusion Strategy, and a Capability Strategy.

Through our collaborative approach, we helped to rapidly support and strengthen the capacity and capacity within the Branch, working in partnership with its team members to develop the tailored strategies and their supporting frameworks in alignment with the Department’s refined strategic goals.

 

Key activities

  • Stakeholder Engagement and Insights Gathering: Collaborated closely with the Branch to engage key stakeholders from across the Department, gathering critical insights and input for the design of the three strategies.

  • Data Analysis and Strategic Alignment: Conducted a comprehensive review of organisational data to assess the Department’s current and future workforce needs, identifying key capabilities and areas for improvement in alignment with strategic priorities and APS objectives.

  • Strategic Project Management: Applied a transformational and transparent approach, considering the cultural and operational shifts associated with the MoG change, to effectively support the transition process and ensure the successful implementation of the strategies.

 

Impact delivered

The final strategies provide clear, actionable guidance for lasting positive change across the Department. By fostering a more inclusive, skilled, and capable workforce, they create a roadmap for sustainable growth, improved employee engagement, and enhanced organisational performance.

Long-term, the strategies will empower the Department to meet its evolving workforce needs, ensuring it is well-equipped to deliver on broader APS objectives and adapt to future challenges. They will act as a catalyst for ongoing cultural transformation, promoting diversity, strengthening leadership capabilities, and driving a high-performance organisational culture.
